Literacy and language
Where levels of literacy are low or English is not the first language for some workers, alternatives to written instructions are required for safety critical information. Methods of communication could include verbal briefings and the use of pictograms.
Temporary nature of construction activities and the constantly changing workplace
Each stage of a building project involves different skills with workers often working for different contractors. Effective project planning is needed to avoid congestion and limit the impact of hazardous activities.
Time pressure
Projects can be delayed by many factors and missed deadlines for transitional handovers and completion can result in the imposition of severe contractual penalties. Competitive pricing from contractors can also add to the pressure to cut corners and rush work, compromising health and safety.
Weather conditions
Most construction projects involve working outdoors, and extreme weather can pose problems both in the summer (UV radiation and heat stress) and winter (cold, high winds and heavy rain/snow). Interruptions to the schedule can put pressure on workers to cut corners and rush work.
Transitory nature of workers
Construction projects are relatively short term and workers are used to travelling the country from project to project. Workers may be self-employed or on short-term contracts. This may cause inconsistency of approach and lack of ‘ownership’ of a project.
